24D District Governor 2009-2010
Governor Gary Rapier lives in Virginia Beach. He has been a member of the Deep Creek Lions Club since 2004 with perfect attendance. He has served as president three times. He has sponsored four new members.
He has served the District as vice district governor, zone C chairperson and MD24 as Opportunities for Youth chairperson two years. He has received Merit Awards, Lion of the Year, and the President Excellence award. He has attended the Lions Leadership Training in Staunton and worked the Michelob Ultra Golf Tournament and the Lions Diabetes Youth Camp.

Douglas K. "Doug" Mueller and his wife Darlene.
24D District Governor 2008-2009
PDG Lion Doug Mueller lives in Portsmouth and is a member of the Portsmouth DAC Center Children First Lions Club. Lion Doug has been in Lionism since April 1998 with perfect attendance and has sponsored eleven new Lions. He has been a member of the Western Branch and Smithfield Lions Clubs before becoming a Charter Member/President of the Portsmouth DAC Center Children First Lions Club. He has served as Club President three times, First Vice President, Board of Directors member, Lion Tamer and has served on all club committees.
District Governor Doug has served the District as Vice District Governor, Zone G Chairperson, Region II Chairperson, and chairperson of the Environmental, Diabetes Camp, Diabetes Awareness and Medical Outreach committees. He is currently serving on the LOVF Grants committee. Additionally, Lion Doug has been 24D Charity Foundation Secretary, Zone B Campaign Sight First II Group Coordinator, 24D Sight and Hearing Unit Treasurer and District Membership Chairperson.
First Vice District Governor

Donna Weiler Lion Donna Weiler, First Vice District Governor for District 24-D, lives in White Stone, Virginia. Alton A Miller, Jr. Lion Alton Miller, Second Vice District Governor of District 24-D, lives in Virginia Beach. Lion Al has been a Lion for thirty-one years with perfect attendance. He was previously with the Thalia Lions Club and four years ago formed a new club, the Virginia Beach Central Club. He has served as president three times, first vice president, second vice president, third vice president, secretary, treasurer for three years, tail twister, director and many other committees. He recruited forty of the new members that Chartered the Virginia Beach Central Lions Club. Cabinet Secretary Donnie Johnson Lion Donnie Johnson, Cabinet Secretary, lives in Virginia Beach. Lion Donnie became a Lion in 1984 with the Oceanside Lions Club and is now a member of the Aragona-Pembroke Lions Club. He has had perfect attendance for 24 years and has served as president several times and is currently president. Cabinet Treasurer Bud Warren Lion Bud Warren, PDG, Cabinet Treasurer, lives in Virginia Beach. He is a member of the Kempsville Lions Club with 31 years of perfect attendance. He has held all elected offices, was 100% president in and has a Five Member Key Award and has sponsored nine new members.
First Vice District Governor 2009-2010
She has been a Lion since joining the Lancaster County Lions Club in 1997. Lion Donna is a charter and current member of the Richmond County Lions Club. She has served as club president twice, first vice president, and secretary for ten years.
Lion Donna has served the District as Region I chairman and chairman of membership, state convention, international convention, historian and journey for sight. She is currently on the board of directors for the Lions Medical Eye Bank of Eastern Virginia, Virginia Lions Hearing Foundation, Lions of Virginia Foundation and the Lions Eyeglass Recycling, Inc. First Vice District Governor Donna has received a Lions International President’s Leadership Medal, two President’s Certificate of Appreciation, two New Club Extension Awards, two District Governor’s Appreciation Awards, three District Governor’s Service and Quality Service medals, MD 24 Council of Governors Award. She has earned a Presidents Excellence Award and three 100% Secretaries Awards. For her work in membership she has earned a ten-member key, the Proud Lion, and six Proud Sponsor Awards. Lion Donna is a Progressive Melvin Jones Fellow. In 2001 she received a Kentucky Colonel and Arkansas Traveler for her humanitarian efforts.
Lion Donna is married to Council Chairman 2001-2002 Dr. H. Hauser Weiler. Together they have four children and five grandchildren.
Second Vice District Governor

Second Vice District Governor 2009-2010
Lion Al has served the District as region III chairperson, zone F chairperson, and Public Relations/Lions Information Chairperson. Lion Al has served on the board of the Lions Charity Foundation of District 24-D. He has sponsored three Youth Exchange events and hosted twenty plus students. Lion Al received the Lions Clubs International Third Place "We Serve 2004-2005" Banner for "Best Membership Recruitment Ideas". Lion Al has received Lion of the Year, many Proud Sponsors, President Excellence award, 25 Member Key (has recruited over 75 new Lions), District awards and is a Melvin Jones Fellow. He is a Certified Guiding Lion and received the District 24-D Membership Award for 2005-2006.
Lion Al is a retired lab manager and is a contractor of many services. He enjoys Lions, travel, helping the less fortunate and photography. Lion Al has three daughters, three grandsons and three granddaughters. His significant other of sixteen years is Patricia and she has a son and a granddaughter.

Cabinet Secretary 2009-2010
Lion Donnie has served the District as region III chairperson, zone E chairperson, chairperson or assistant chairperson for Parades and Floats for 13 years and as Leader Dog chairperson. He has received many awards from Past District Governors for his services to Lionism. Lion Donnie has sponsored 5 Lions including his father, Bob Johnson and wife Christine.
Lion Donnie has worked for the Virginia Employment Commission as a Tax Representative for 29 years. He loves to ride his motorcycle and sing Karoake. He is the father of a daughter, Tiffany and step-son Ben.
Cabinet Treasurer 2009-2010
PDG Bud has served the District since 1983; as district governor, cabinet treasurer, leadership committees and taught many Presidents' School. He has served the Lions Charity Foundation as secretary (five years), vice president and president. Lion Bud is a Progressive Melvin Jones Fellow and has received International President's award, Certificates of Appreciation and Leadership Medals, 100% District Governor, District Membership Chairman's Growth award and he has received 9 District Governor's Appreciation Awards.
Lion Bud is retired from the U.S. Navy Submarine Service and Federal Civil Service. He is currently Secretary and Past Commander of Hampton Roads Submarine Veterans Chapter. He enjoys photography, computers and community service. He is married to Tina and has three children, four grandchildren and one great grandson.
